Window is tolerated by developers when forced to use it by companies that have gone all in with Microsoft. Windows is a big drag on productivity in the corporate environment. Between forced updates and random boots in the middle of the night one cannot rely on Windows as a stable development platform. Personally, I've been using a Chromebook since 2012 ssh'ing into Linux servers and since 2018 have been able to use its Debian based Linux desktop. I would never consider using Windows for serious development. In the environments I have worked in any developer worth their weight was either dual booting, running a VM via Virtual Box or bucking the corporate edicts and convincing their manager to let them use a Mac.
I can only imagine that those 70K people surveyed were unaware of better alternatives.
